Headcount Planning
Approve every new hire against the budget before hiring starts.
Headcount Planning keeps a plan per department and period, the positions in it and the approval decision for each. New positions without a status are set to proposed, a position moved to pending approval adds a pending approval record and asks an approver to decide, and approved positions not opened by the morning after their target start are flagged.

Who it is for
For founders, finance and department heads who plan hiring each half or quarter and want one record of what was approved and why.

What it does not do
The package does not open requisitions in a recruiting tool or update payroll. Costs are entered by people. The assistant reads records and cannot change them.
Getting started
After installing, these steps take you from example data to your own.
- After installation, replace the example plan with your own budget and set the team timezone used by the late-start flag.
- Add positions with level, type, target start and annual cost, and a short justification.
- Move a position to pending approval when it is ready. The approver records the decision on the approval record.
- Start the review workflow to ask the read-only assistant how planned cost compares with the budget.
Common questions
Does approving an approval record update the position?
No. The approver records the decision, then a person updates the position status. You can add an automation for this in TulipFarm.
Does the assistant approve headcount?
No. It reads the package tables, cites the rows behind each finding and marks unknowns. The approver decides each position and makes any record changes.
